Let me guess... you were a werewolf before, and you cured yourself using the Wolfender Scroll? If you did, putting on Hircine's Ring will make you stuck in werewolf form forever.

You can't access your items as werewolf, Hobo. Just wait 8 hours, the effect will wear off.
You made 2 questions about it? I didn't realize you have been stuck that way, have you been waiting (or resting) or really actually sitting there waiting? Try resting in a bed, if possible.
This usually happens when you put the ring on at a time where a normal transformation would not occur (Say, around midday.). There is no way to revert back once you're stuck. The only thing you can do is reload a previous save and make a new save every time before you put the ring on.
That happened to me once, the only way to get out of it is,
a. sleep for several 24 hrs.
or
b. restore a saved file before the ring was on. If it happens again then you did what the previous guy said. you cured your werewolf decease with a scroll.
