Where can I find (the car for hydrolics)?

I am somewhere around 63% percent done with the game and finished all aquire missions but i still havent gotten a lowrider for hydrolics

How do i get the taxi?

Ok theres no hydrolics in this game i think but the only closest car there is to a low rider would be the saleen or the taxi
