Do u kill them right when battle starts or u wait till he said watch the watergates then kill those two cao rens sub generals?

You don't need to wait for the watergates, just kill Niu JIn and Yue Jin at the start just in case, then wait until the water attack is triggered then get your weapon.

You just eliminate Niu Jin and Yue Jin before the Water Attack is sucessfull. After the cutscene between Guan Ping and Guan Yu talking about the Water attack, the information will write " A valuable items has been discovered ". The weapon box will appear in Fan castle.
