You will only need to carry one Hammer with you when you have become a Master of Armorer, because the Hammer never breaks, acting like a Skeleton Hammer, Also when you become a Master of Armorer you can repair Weapons and Armour up to 125% increasing there effectiveness in battle.

There's no such thing as the item you are talking about
While there is no "Skeleton Hammer," you can obtain the ability to essentially turn any hammer into it. Once you reach the master level in armorer, your hammer will never break.
You can also make a spell to fortify your armorer rating, which makes your hammers unbreakable, assuming your fortified rating is at least 100.
No such item anywhere in the entire game of Oblivion and its expansions.
Make a spell that has Fortify Skill - Armorer 100 for 2 seconds. As soon as you cast the spell, use a hammer. It will never break. But, you still have to be an actual Journeyman to repair enchanted items.
