you attack the green orbs on the tentacles. then when they are all destroyed attack the ons in their mouths. The cage surrounding Mezner will open and you get the electricity and nail him with a power throw. You will need to repeat this twice.

statusThe 'green gas' is his instant kill attack; it kills you after a certain amount of time unless you deal a certain amount of damage to him first. That amount is roughly one Power Throw or half a mag from a Korbov with three damage mods. You're aiming for Mezner himself, it's the only place you can do damage.
You'll then have two more stages like the first; one with two tentacles and endlessly respawning Advanced Howlers, then one with five tentacles and no Howlers. Same applies.
A minor hint for this boss is if you get the electricity from the thing above him and use it to hit the junction box on the pillar to the front-right of the arena, it'll stay electrified for the whole battle and let you pick up electricity more easily.
