I cant seem to get the achievement

statusI'm fairly certain you can. I know you can get the two other annex based achievements doing a local match, I haven't worked up the determination to finish 100 matches yet though.

Yes you can I am positive I have gotten this achievement and almost all of the other DLC achievements in a private match right around when the last patch came out.

Yes you can. It takes a while but you can get it that way. ( I did it that way.)
