I tried to do his fatality and it never worked.
In order to perform this fatality, you must first be standing right next to your enemy. While doing so, hold Block and push: Down, Down, Up, Down+High Punch (the + meaning to perform a High Punch while pushing Down at the same time), as soon as you release Down+HP, release block at the same time, and the fatality should work.
