How do i get on top of the Hokage's rooftop?
Once you are able to walk on water, you will go down to where Sasuke is (If I remember correctly). Basically, you use your water walking power to go through this cave, where you will have to bash down one of those lvl 3 barricades (the ones that requires the best clone jutsu).
After you take that door, you will appear on a high level of the building, then you just run around, and BAM...achievement.
