Every time i try to go on top of the acadamy building it wont let me.

If you mean the Hokage building, it can be accessed once you have learned to walk on water from Jiraiya. There will be a cave on the lake that you can run on top of the water to get into. Once you pass through it you will arrive on top of the building and net yourself an achievement.
