Yes, the Hero/Villain Pack is still available. On www.xbox.com it's listed under "Marvel Ult. Alliance", but if you have the NXE update, if you have the disc in and bring up the guide, and go to the "Games" blade, a "Hero/Villain pack combo deal" will be selectable at the bottom.
You should also be able to initiate the download from inside the game by selecting hero or villain pack from the character select screen.

statusIs this the 'first' time you're attempting to download the pack(s) ?
** They are still accessible in my download history (verified this as i had a hankering to play the game again yesterday, so i downloaded the combined hero/villain pack). But i am not sure if they are still visible on the marketplace itself.
They are still available on the German marketplace at least...
