I was on Extra Mode, and I went to the Guardians Branch. I talked to the clerk, and she said something about 'I can't take on a mission yet.' When can I, or is it even possible?

statusMissions won't be available in Extra Mode until you've completed them in Story Mode.

You can't get missions from the Guardians Branch as far as I know. You should already know this but you can only get missions from the flyer bases, and other places depending where you are.
