Cars that you have to shutdown just randomly appear. When I know that there is a car I need to shut down, I sjut drive real slow. You can hear it coming, because you can hear the engine sound of it running at high speed. It will usually appear within a few minutes after you are notified that it is available for shut down.

I just stand where I spawn for a few minutes, engine started. The car usually whizzes past after a few minutes, and I follow it.

Just park on the side of the street and keep your eyes peeled and your ears opened for the car, or you can do what i do and cruise around on the I-88 (The yellow road) until its passes you by, then chase it. It should appear within a few minutes of doing either one of the above options.

Just keep driving on the I-88 and they will appear, I find going very fast at full boost and then slowing down can sometimes trigger it but that's just me.

How do you get 100% completion?

Drive, drive fast

Wait pateintly, then ATTACK!

Try to stay in the mountian area, there are less cars there and it will be harder to lose the car that you are trying to get. And stay on the road they won't take short cuts.

It's much easier if you cruise around the mountains and the I-88. Also, drive on the oncoming and look out for taillights among the headlights. That pair of taillights is bound to be the car. You should see the car within 2 minutes of cruising around the said locations.
