Rico or any "writer" can use the notes to craft them. Higher IC = more songs and likely better ones.

statusWhen you get Notations, combine them, using a Writer IC (Rico, Savio). The materials needed are Staff Paper and Musician's Quill, both can be bought in Halgita later in the game. Higher IC levels allow you to write higher quality songs, up to the ever-important song "Mare Lunaris" at Level 6.
Don't worry about failing these IC's though -- Since the Notations are considered a Key Item, they will never be "used up" during the creation.
Personally, i used Savio to craft my songs, along with books for Michelle. flame me if you wish, but i did a bunch of running between Savio and Michelle making paper and quills, then having Savio create books, flute songs, and other things with the items Michelle made for me. just hope you have alot of time, and wood to do it
