Orders from the pause screen? Like send officer to attack base, general, etc? They are all unlocked already.

If your culture level is high enough you can set where you want officers to start within your starting territory. If you use the neutral

base policy though, everyone starts at the Main Camp. It is the only "unlocked" officer command.

I do not know the exact culture level needed, but it IS tied to the culture level. Using the "development" policies, inspection(to make

your officers like you), having more money and harvest, base defense, weapon smith levels, and how many ronin(actual Samurai Warriors

characters or Create-A-Characters) you have all tend to affect culture. Many other things do too such as army rank and such but

detailing all of that would be lengthy.
