(some of my text got cut off for some reason, here's the rest) "You are not yet allowed to pass" or something. Do I have to be a certain level? (I'm level 15 currently)

statusIt depens first off you can be any level and second off you can enter after the voice says "Realy do come in the Isles are lovely this time of year". After that you interact with the glowing portion. if you get that messege again load an earlier save.
Try talking to the surrounding NPC's first, after a moment or two an NPC will stumble out of the gate in sheer madness, attacking everything untill struck dead. Talk to them once more and you should be able to enter.
Level's do NOT matter at all in the game! The only way level's matter is your stats. Sorry but it's starting to bother me hearing all these level questions. Level's do NOT matter in the game. Everything is preset.
Now as far as not being able to enter, you need to talk to everyone out side the door and then after the event happens (Crazy person comes out of the door.) you will be invited to enter the doorway. So now you can enter.
