Do the fell arm have there power when u fight the 3rd form of duke?

Yes they have there power. But Duke has them during his 3rd form. You get the powered up versions after the fight and credits.

It works like this. Yes, you get the 'real' fel arms when you fight the third form of Duke. No, their actual power is not unlocked yet, just the name. You only get the power unlock after you beat the game.
