You need to see all the pokemon in the national dex. There is no need to catch them.

I believe you need to have seen or caught ALL pokemon in the national dex, not just obtain the national dex.

You must catch all the pokemon in the national dex, excluding event only pokemon. I'm afraid some pokemon are only available through older games.

Craspberr answered:

You have to catch all Pokemon in the National Dex except event Legendaries.
Also, you have to trade for the Bird Pokemon from Unnova that's Exclusive to the other game:
Black 2: Braviary must be traded for
White 2: Mandibuzz must be traded for
Each of the Exclusive Bird Pokemon has to be breed to see AND catch their 1st Stage Evolutions.
I.E. Mandibuzz + Ditto/Opposite Gender Mandibuzz = Vullaby

Just like the other two charms however you do not need to get Mew, Celebi, Jirachi, Deoxysis, Manaphy, Phione, Darkrai, Arcerus, Victini, Keldeo, Meolotta, or Genesect in order to get this charm though. They don't count toward completion.
