There's a 1/8192 chance of a shiny encounter per random battle.

Answer

The rate is 1/8192 that a Pokemon you encounter in a patch of grass is shiny.
Whatever your method it's always 1/8192.

-When hatching an egg, it's 1/8192.
-When meeting a legendary it's 1/8192.
-Even when hatching an egg in which both parents are shiny, it's STILL 1/8192.

The only way to differ the rate of shiny encounters is with the PokeRadar. If you ask a question on how to use it and get shinies, I'll be on it straight away.
