How do I get to EBA level in this game, or is it a fallacy?

I have been told that one can get to an "EBA" level in this game. Is it true; if so, how does one get to it?

Answer

It's a fallacy. The person may have been talking about the sequel to this game, Ouendan 2 however, in which for a limited time in Japan you could download the Elite Beat Agents as playable characters. That's not available anymore unless you use Action Replay.
