Can you "respec"?
Is it possible to "respec", to reset and reallocate your skill points?

I do not believe so. Once you've saved your game, you're stuck with what you have. However, if you made a mistake there is hope. It is possible to find Seeds of Skill. I assume some monsters near the end game will even drop them. So theoretically you can make a party with every skill maxed if you're willing to take the time to do it.
After you beat the game, once you have gotten to level 99 in a given profession (200 skill points), you can then reincarnate back to level 1. I think that you keep your stats, but you can get skill points again. You can do this up to 10 times for each job.
Also, I am told that you get a special item or ability once you have reincarnated a particular job for the first time.
You cant reset the skill points you have already allocated but if you reach level 99 with that class you can restart as a level one of that class and get the 200 skill points over again. After you restart your guy he has a plus number for however many times you do it. When you do it the first time you get a different medal depending on what class you did it with but you only get the one. The medals do different things depending on what class it is. If you dont want to reach level 99 you can change to a different class and level up as that one. If you save that classes skill points you can carry them over to the class you need more on.

You can reach 99 on any of them, on one character. The best way to level up all your stats is to level one of them up to around 30+ with the needed skill points and keep switching the classes. You can lvl up from 1-30 faster than hitting 99 every time.
Honestly, there is no need to "respec" in the traditional sense as you gain skill points from every class you level which can then be applied to any class you choose.
Every character can level to 99 in each given class (99 x 11 classes, 99 x 12 for hero). You can then reincarnate each class to start it over at level 1. While this resets the stats, you keep any skill points you earn. Because of this you could level every skill on every character to 100 if you wanted to invest the time and effort to it.
There is more to it than that, but that should answer your question about misspent skill points.
No, you can not respec. You can, however, carry over points from one class to another. When you reach the metal slimes, for example, you can train a level 1 to 20 pretty quickly and carry those points over to the class you want.
