There's only three ways to get Leftovers.

1-There's one at the Victory Road, after the National Dex.

2-A level 81+ pokemon with Pickup ability has a 1% chance of getting a Leftovers. Very, very unlikely to happen.
Also, the only two pokemon that may have Pickup before the National Dex are Aipom(which you find in trees) and Pachirisu.

3-Wild Munchlaxes, they have a 50% chance of holding one, but there's only FOUR CERTAIN TREES that may attract munchlaxes, but even then, it's 1% chance of it appearing. So it has to pass a 1% chance to make it appear, AND a 50% chance of it having a Leftovers. This is not reliable in any way.

So yeah, it's pretty hard to get them. The game doesn't want everyone in your party with Leftovers, deal with it.

After you collect the National Dex a new part of Victory Road will open up. Go through with Marley, a partner who's using an Arcanine, then go through again. When you enter the large chamber there will be a huge surf area, surf to an item nearby. Leftovers for you.

Wild Munchlax are always holding Leftovers. You need to find a tree that has a high attraction rate to get a crack at catching a Munchlax, though.

I believe you can also buy one from Pokemon Battle Revolution and transfer it to your DS
