I should think not, since Rotom is listed before Sinnoh's legendary trio in the National Pokedex.

In each of the 4 sections of the National Pokedex (Kanto, Johto, Hoenn, and Sinnoh), the legendary trio Pokemon are the first legendary Pokemon listed. (Please note that doesn't necessarily mean that all Pokemon between a legendary trio and the last event legend of the same region are legendary - Dratini, Dragonair, Dragonite, Larvitar, Pupitar, and Tyranitar are listed between legends, but are themselves psuedo-legendary Pokemon.)

Technically no,its stats are to little ,legendaries are at the end of the pokedex,therefore,rotom is not

No, Rotom is not legendary, even though the legendary Pokemon theme music play when encountered. While it is genderless, it can still breed, and is listed directly before Azelf, Uxie, and Mespirit in the PokeDex.

That's not to say Rotom isn't a bad Pokemon. Even though its stats in the base form are subpar, if you gain the Secret Key, you can use it in the Galactic Eterna Building to have it change into one of five different forms, each with stats that are MUCH stronger than its original form, even though it will retain its Ghost/Electric dual-type classification.

It completely is a legendary Pokemon. It, as said b4,
1. has legendary music
2. is genderless( the only one I can think of who broke this rule is Bronzong)
these were not mentioned early
3. u can only "catch" it once
4. has actually got a "cheat" for itself

FIRST Heatran and cresselia are legendary and guess what? THEY GOT GENDERS! so i assume i can breed them all the same. just need a ditto. 2nd while Rotom is not legendary you may as well consider it one since it has 1) several forms 2) it has a low catch rate witch only legendary's have 3) its own music

but in truth nintendo themselves have already said it isnt legendary. but i must say its pretty damn close

oh little note here im not sure about cresselia since the one i got is female and never tried to see if i can make it male. but as soon as the game spawns heatran and it desides its nature it also desides its gender i got a female first but i didnt like its nature and i got a male! oh and knock yourself out trying to prove me wrong

Only stupid people would say no!
Infact rotom is a legendary pokemon,
(1) you can only find one
(2) when thumping the TV, it has the scene as the other legendaries
(3) even if it has a gender, what about cresselia and heatran? dont you ever say they aren't legendaries
(4) since it breedable, what about manaphy? Its the legendary pokemon that hatches in the egg and phione also
(5) since your saying that rotom is weak, what about phione? weak also

(So dont bother more and argue that rotom isn't a legendary! I say it is a legendary! I'm saying this again "that only stupid people would say that rotom isn't a legendary" and lastly I'm thanking those people that supports pokemon like rotom is always a real legendary because "I know all about pokemon" -no cheat and playing fair-)

IIRC, Phione isn't considered a Legendary either as it is reproduce-able. Manaphy CANNOT reproduce (it generates Phione instead) which is (one reason) why it's still Legendary. Rotom is not a legendary simply because it can be reproduced, allowing infinite amounts from one game card.
