STATUS

Depends on Ability (preferred is Serene Grace).

Serene Grace Ability
1. Air Slash (Special 75 Flying STAB, 60% chance of Flinch that is further boosted by King's Rock and Razor Fang)

2. Secret Power (Physical 60 Normal STAB, 60% chance of Paralyze and an option for potential Mirror Coat users)
OR
Thunder Wave (Status Electric, Paralyze opponent)

...and 2 of the following:
Aura Sphere (Special 90 Fighting, Never Misses)
Silver Wind (Special 60 Bug, 20% chance of boosting all stats is pretty sweet when it kicks in)
Ancientpower (Special 60 Rock, see Silver Wind comment)

Hustle Ability boosts only Physical moves but makes ALL moves 80% as accurate as normal (not set at 80%, it's 80% of the normal accuracy). Togekiss only has average Speed (base 80 Speed) and HP (base 85 HP), so Toxic is not recommended (not much staying power with Togekiss, which is why Para-Flinch is popular).

I say air slash aura sphere grass knot and thunder wave is trhe best move set for a togekiss i used a togekiss with this move set on wi-fi and dominated my opponents

Easily the best set:
Air Slash (60% chanch flinch)
Aura Sphere (hits Steel, Rock, Ice, Normal, AND Dark; never misses)
Roost (heals 50% HP as well as temporarily remove the Flying-type for 1 turn)
Thunder Wave (To annoy the opponent, works wonders with Air Slash)

similar to what Peshkatz1said

Air Slash (30% chance of flinch, with Serene Grace, 60% chance flinch)
Aura Sphere (hits Steel, Rock, Ice, Normal, AND Dark; never misses)
Thunder Wave (To annoy the opponent, works wonders with Air Slash)
Charge Beam (70% chance of upping Sp.Attack, with Serene Grace, Sp.Attack is upped every time used)

One move that's really good to have in there is Return because it's a very happy Pokemon. I got rid of Double Edge because Return was dealing 50% more damage with no recoil which puts it in the 180-200 range, power-wise.

Togekiss is a very good special attacker with average speed and low attack (I have one myself.). Keeping this in mind, I would teach it:

Air Slash (Chance of opponent flinching & 50% increase in power because of same type multiplier. Also super-effective against fighting-type pokemon, most of which can learn Rock Tomb.)
Aura Sphere (It never misses and can easily KO Rock and Ice type pokemon, which Togekiss is weak against.)
Shadow Ball (Super-effective against Ghost and Psychic type pokemon, most of which can learn some sort of electric-type attack.)
Grass Knot (Damage based on weight. Super-effective against Water, Rock, and ground types, All of which can easily KO Togekiss.)

No matter what you do, do not teach Togekiss any physical attacks (such as Return) because of Togekiss's low Attack stat.

depends if it is for competetive battling or just for storyline.
I would have?
Togekiss/modest
Evs: 4 hp, 252 Spatk, 252 Speed
Moveset: Air slash ( good stab move )
Aura sphere ( If you don't want grass knot it kills pokemon like steelix or rypherior )
Extremespeed ( for focus sash users or endures quick kill plus for endurers they probably gave the berry
sharply raises speed )
Flamethrower ( filler move you can change with fire blast but I prefer accuaracy over power )

If you want to teach it a fire type move, teach it Heat wave with the move tutor in Survival area.

But I'd still go with a para-flinch Togekiss, myself.

My moveset:
flamethrower( good accuracy with power)
air slash (stab move + flich)
aura sphere( perfect for rock, ground, or Steel)
extreme speed(first strike)
extreme speed can be substituted
