To get a Gengar in the wild, you will first need to get the National Dex (see all Pokemon in the Sinnoh Pokedex). Once you've unlocked it, insert a FireRed, LeagGreen, Ruby, Sapphire, or Emerald version GBA gamepack into the DS, along with the DS game. Now go to the 2nd floor of the Old Chateau in Eterna Forest, and enter the room with the portrait (with eyes that glow red when you turn your back to it). You have a 5% chance of encountering wild Gengar here.

STATUS

If you have any GBA Pokemon game, you can find them in a certain room (the one with the portrait that have the eyes following you I think) in Old Chateau. I assume you have to beat the E4 before they appear though.

Have one of these in your DS's GBA slot:
Pokemon FireRed/LeafGreen/Ruby/Sapphire/Emerald

Then Gengar will have a chance of appearing in the Old Chateau, yes. You DON'T need to beat the E4 first.
