Recruiting aphrodite?

Where can you found aphrodite in inazume eleven firestorm
?He say always wit a vieuw over the water but i can not find him jet so please help me so i cand find him

Near the pond at the Inazuma tower in Tokyo. He appears randomly, so you need to enter and leave the area a few times until you meet him.
