Im at energy hold with one star panel????

Like i said. At energy hold with on star panel now wat do i do. Im stuck

Answer

In order to create Star Panels, Bowser must turn on the Boo-ray Machine's light. So, jump at the different locations with Mario and Luigi to light up the corresponding star panel pieces, return to the main room, and punch the light machine with Bowser to create a Star Panel.
