HeartGoldPlaya answered:

You can catch Entei, Raikou & Suicune In HeartGold. These are the places where you go to finally catch Suicune (SAVE BEFORE YOU BATTLE HIM, HE WON'T RUN AWAY LIKE RAIKOU & ENTEI): First, it will be found in the north of Cianwood City. After you encounter it there, you will shortly find it outside the entrance of Mt. Mortar in Route 42. Once you find it here, it will leave Johto and head to Kanto where you will see it in Vermillion City soon after you arrive. Next you will see it in Route 14 where it will escape for the final time to be found outside Bill's House in Route 25 after Misty has returned to her gym. This is where you battle Suicune. Entei & Raikou run away after you visit the basement of the Burned Tower in Ecruteak City. You can use the map on your Pokegear to find Raikou & Entei.

You can catch Suicune, just not until after the Elite Four.

HeartGoldPlaya is right... you have to see Suicune in that order in those places before you can even try to catch it.

As for the other two they can be found by using your pokegear and seeing what route they are on

In order to catch entei and raikou it depends on time, chance, and patience is needed to catch them. In my previous experience these pokemon are very worthwhile to train and enjoyable to catch. Remember time chance and little luck.

Another thing you could try is going to the town closest to the route entei and raikou are on, and using a max repel with a level 49 pokemon as your lead, it works best when the wild pokemon on that route are lower than level 50 on average, just keep doing that til one of them shows up since the repel will keep the wild pokemon weaker than your lead pokemon away.
