Defeat Rocket Executive Archer and talk to the Goldenrod Radio Tower's Manager for the Rainbow Wing, but that alone will not let you catch Ho-oh in HeartGold. You need to get all 8 Johto Badges then talk to Prof. Elm.

Elm will give you a Master Ball and allow you to Battle the 5 Kimono Girls. Heal, Restock on Items, and Save before fighting the Kimono Girls in Ecruteak Dance Hall because you won't get any breaks in-between (1 non-Sinnoh Eevee-lution per Kimono Girl).

Once defeated, they'll give you the Clear Bell and have to leave for Ho-oh's nest. So do you, in order to progress the story. Scale the Bell Tower and watch the scene where the Kimono Girls summon the legendary bird while you hold the now-ringing Clear Bell.
