Can you get another Johto starter after you beat the game?

My friend told me I could get another Johto starter, is he lying?

He wasn't lying, he just got it slightly wrong.

You can't get another Johto starter but after beating the game, Professor Oak will give you a Kanto starter. Champion Steven from Hoenn will give you a Hoenn starter as well.

Also, you need to get the National Dex and beat Pokemon Trainer Red before either of them give you the starter.
