from Serebii.net
"Like the games in Generation IV, Pokemon Black & White have a feature which allows you to transfer Pokemon over from games of the previous generation. This is done in Black & White through the PokeTransfer feature. Located within Route 15, there is a building similar to Pal Park of Sinnoh & Kanto where you can connect to past games for the Pokemon after you have obtained the National Pokedex. When you enter the PokeTransfer Lab, you'll get an explanation. You can then access the transferring program from this area whenever you want

To do this, you will require 2 DSs, one with Black or White, and the other with Diamond, Pearl, Platinum, HeartGold or SoulSilver. Then, when you go to connect, you will get a DS Download play application which will link in with your fourth generation game. Like Pal Park, you send over 6 Pokemon at a time from your boxes. Unfortunately, however, you cannot transfer Pokemon with hold items or Pokemon that know Hidden Machine moves. Here are all the restrictions

* No Hold Items - (Game automatically puts them back in your bag)
* The Pokemon cannot know Hidden Moves (Cut, Fly, Surf, Strength, Defog, Whirlpool, Waterfall, Rock Climb) - Do note that you can send Pokemon with Defog through HeartGold & SoulSilver and Pokemon with Whirlpool through Diamond, Pearl & Platinum
* You cannot send Eggs
* You cannot transfer the Spiky-eared Pichu

Do note; If you transfer the Raikou, Entei, Suicune or Celebi obtained from events through the PokeTransfer, they will not unlock the Zorua and Zoroark events. To do that, you must use the Relocator"

The Relocator is what ellis123 described

First talk to the Scientist in Castelia City and enter the password "EVERYONE HAPPY" and "SIMPLE CONNECTION" to unlock the transfer machine. Next take two DS' with the Pokemon games inside (one with B/W, the other with the Gen 4 game). Turn on the game and choose to use the Transfer Machine/Relocator. Follow all the instructions it gives.

You need to have two DS' in order to transfer Pokemon from Daimond or Pearl, to Pokemon Black or White. I'll break it down for you:

- Put Soul Silver in one DS and start it up.
- Put Black in the other DS and start that one up too.
- Get to a Pokemon Center in both games.
- Head up the stairs to the people behind the desks in both games.
- Access the Union Club in both games.
- Talk to yourself in the room with one of the games, and select the Trade option.

It should be easy from there! Hope I helped ya. ^^

I followed step for relocator and launched Soulsilver (and again with Pearl) and downloaded relocator software. It went to search for pokemon to transfer and could not find any. I then went into the Pokecenter of each game and into the Union room for both games and did not see myself to trade with. Where exactly do these pokemon (e.g. Celebi) need to be in order to facilitate the trade?

OK, I'LL END THE CRAZY ARGUEMENT RIGHT NOW!!!! You need to beat the main story in Black/White, then go to Route 15 and go to the lab on the top of the hill. Afterwards, you talk with some person, then start poketransfer. Now, start the Gen IV game and, from the main menu, choose the option that is something like "Transfer with [Black/White trainer #]" . Choose that, then choose the 6 pokemon you wish to transfer, and try to catch those pokemon in the resulting minigame. If you fail to catch one of those pokemon in a pokeball, it won't be transferred. But, unlike with Pal Park, there is no limit to how many times you can do it in a period of time. If you want the events, however, do the locator.

To pratthome:

You use the relocator. The pokemon need to be in your PC.
