All of those Battle Items (usually with the X in front) are meant to be used in battle to TEMPORARILY improve one of the stats of your Pokemon. You use them during battle, at the cost of one turn. They last until the battle is over, and only affect the Pokemon you use them on.
X Accuracy boosts their accuracy by one stage, so any of their moves that have a low accuracy have a better chance at hitting. It can also help allieviate some of those Pokemon moves that drop your accuracy.
Other Battle Items are: X-Attack, X-Defend, X-Special, X-Sp. Def (although this isn't around in Yellow), X-Speed, Dire Hit (increases critical hit ratio), and Guard Spec. (protects stat reduction)
