Go around behind the windmill, you will find a ladder. Climb it and pull out the WindWaker, turn the wind to go North. Now jump on the switch at the top of the ladder.

Make the wind go other directions than west or east. If neither of those work, write in again.

Before stepping on the switch, you have to make the wind blow in a certain direction (don't recall which one, though). Just try all of the directions (set direction, then press switch; be sure to do this one direction at a time) until you see a cut scene that shows the windmill moving.

Also, after you get it moving again and acquire the fire arrows, wait till night (or play the Song of Passing during the day) and get on the moving, wooden platforms (the ones that look like seats on a Ferris Wheel) and shoot the burnt torch with a fire arrow. To get to the platforms go inside the building that's across from the schoolhouse (the one where the bored-looking guy is who hosts the "Cannon Game") and climb up the stairs and go through the door. There should be a guy there (only during the day, I think) that says something along the lines of "Wow, the windmill is moving again! But the searchlight is still out... If only someone went and lit it again." The platforms should be around the corner from where that guy is/was. Jump onto one of them and face the wall (towards the right?). At the top of the circle the platforms are moving at, you should see a kind of double-horn thing with holes at each end. Shoot through either end of this with a fire arrow to light the burnt torch previously mentioned. This will probably take time, so be sure to have lots of arrows and magic power. Sorry this was so long...hope this helps and good luck!
