Where can I find a leaf stone, without a shard?

In the area where the Weather Institute is, there should be a place where you can either surf north to a waterfall, or south. Go south, and eventually, you'll come across a small area. There, there is a leaf stone.

Well,you can find one(1) after getting surf, go to the weather institute, from then you'll see a bridge after it. Surf down to the water until you've reach a waterfalls, and a tree where you can get make a secret base, and there near the falls there lies the leaf stone.
