Where is the stingray?

I keep searching all over the seas yet can't find the enemy Stingray anywhere! Is there a specific time in the story where the stingray appears?

The stingray appears late in the game. You can find them in the bay that is just south and east of the Phoenix Tower. You can find them after the Void entrance appears and you get the airship.

Do you mean the monster that teaches the Blue Magic BIg Guard spell? They are rare, and I mean RARE, and they dont appear in the sea. Sail around the watery area where the Walse Tower sank, its a big lake, and that is where it appears, if I'm talking about the monster you want.
