Can i unlock the Metal Mario Level ?

No, you can't. The only stages you can play on freely are the eight default characters' home stages and the unlockable Mushroom Kingdom stage.

The Metal Mario stage can only be played when you're fighting Metal Mario in 1-player Mode.

Answer

You can't by conventional means, but you can use a Gameshark code to hack the level in for competitive reasons. Or if you just want a cool looking stage :P

has all the gameshark codes for PJ64.

800A4D09 000D is the code I found in the thread, but I haven't used codes for a while. Good luck with it.
