    For this password, instead of using the "_" as a space, always use the FORWARD command. Also, after entering the password, you have to press and hold Start on the 1st controller, Left on the 2nd controller and then the A button on both controllers at the Vegas intro screen. Make sure the picture of Vegas has finished moving before pressing the buttons. Continue to hold the buttons as the game starts and you'll be taken directly to the debug menu.
