Why can't I pick up Mosley's letter?
I managed to follow Mosley until she dropped the letter. However, I cannot pick it up to examine the contents. Is this supposed to happen or is this a bug?

If you did follow her correctly - and I assume you did since she dropped the letter - it would be a bug. She usually drops the letter under a bright streetlamp. Till the next step happens you have some time, so maybe you can wait a bit and either try picking up the letter or see what happens. I don't know for sure if you can read the letter later on, but maybe it's possible. Try it out.
