First off, if you really are a complete "noob," you might want to uninstall the game and reinstall it with the last, official patch (1.12), rather than the 1.13 mod. It can be hard enough trying to figure things out without having to deal with all of the extra stuff the mod throws at you.

Now that that's out of the way, you assign jobs to mercs on the map screen. They generally start assigned to squad 1, but you can assign them to various other tasks, such as training (either militia or other mercs), practicing, playing doctor, and, yes, even repairing (both gear and vehicles if they get damaged). A couple jobs require specialized tools, so your mercs can't select them unless they have those tools in their possession. Doctors need a medical kit (not a first aid kit, a medical kit ... there is a difference), and repairmen need a tool kit.

To assign a merc to repair something, simply make sure he has a tool kit in his possession, then change his duty assignment to "repair." After that, he'll spend every waking minute repairing equipment, first anything in his inventory, then any weapons and equipped gear on any other mercs in the sector, and lastly, repairing anything else the other mercs may be carrying in their backpacks. (I might have combined a couple steps, but that's at least a vague idea of the general progression.)

It's worth noting that all kits can be combined, in order to consolidate them, so for example, if you have a tool kit at 60% and another at 50%, you can combine them to get a kit at 100% and one at 10% (which you would, presumably, combine with yet another kit when the opportunity arises). This is important because doctors and repairmen do their best work with full kits, and over time supplies are depleted and tools wear out, so it's worth keeping an eye on. (I wouldn't stress out about it, hovering over the merc, waiting to replenish the kit the moment it drops down to 99%, because the difference isn't THAT great, but you won't want your handyman repairing your gear with a tool kit at only 50%, either, if you can help it. The repairs will get done, but they'll take far longer than they need to.)
