Unlocking .ini Cheat?

I want to use the cheat where you unlock buildings,but I cant. I've made an unlocking .ini file and inserted the info, but nothing happens. I've followed this guide where it says to name the file with quotation marks, but my computer won't let me name files with quotation marks. Is there a way to fix this?

Give a more easy and detailed instructions for the cheat (only if you want to)

For this cheat to work,
(1) locate the Unlocking file on your computer:
VISTA; C:\Users\NAMEHERE\AppData\Roaming\Lionhead Studios\The Movies,
(2) move the file to somewhere like your Desktop,
(3) Then you can apply and save the cheats
(4) then place it back to its original location..
