How do I get first legionary cohorts?

I have urban barracks and everything but first legionary cohorts dont show up? Why?

Recruitable in Rome after Marian Reforms.(Technically its the Rome resource which only Rome has, similar to Spartans in only Sparta and Syracuse, which have the resource Sparta.)
