Does Disenchanting affect the strength of an enchantment?

So I pretty much disenchanted any item as soon as I got it. It seems all my available enchantments are pretty weak. With all the perks and 100% Enchanting, level 31, Grand Soul, I can only get an item to 46% resist fire.

I'm questioning if i disenchanted a better item that had like 50% resist fire instead of the low level item i did disenchant if I could have a better enhancement.

For armor my best enchantment is 25% fortify destruction w 10% magic regen.

Answer

Disenchanting only allows you to use that enchantment on another item. the strength of the enchantment is based on your skill and perks.

That being said, you will still find enchanted items that have enchantments stronger than you could enchant yourself.

You can use fortify enchanting potions to add more strength to your enchantments
