  1. As all the previous said, the wellness center from the hospital helps. Though if you have a mining city or a city with a lot of oil wells, you will have a high germ level no matter what. It is one of the costs of digging/drilling up that wealth.

  1. Building hospitals will help keep the sickness down, but the best way to control the pollution is to make sure you place industrial zones upwind from the residents, so the wind blows most of the pollution away.

  2. The solution is simple. While building residential upwind from industrial is always a good idea its not always practical. you can mitigate the effects of germs with the Hospital by installing the wellness center module.

I Did this in my city and the complaints went away, as did the germ indicators in the Info-layer

  3. Being pro-active helps a great deal as well. If you make sure a clinic is one of the first buildings you get, it can help stop the germs from springing up in the first place.

  4. According to the loading screen tips, educated sims also have less problems with germs, so try and make your sims educated if you can, as well.

  5. Build your hospital near industrial zones, with a wellness center.

Also, keep your industrial zones blowing their pollution away from residential zones, or else the germs will spread. Be sure to turn off any water pumps that are over polluted sections of the water table unless the pump has a filtration mechanism.
