When do enemies in a "zone" respawn so i can do some old fashion leveling?

Normally, they don't. However through out the game if you back track you can find a new group of enemies in an area that you cleared, sometimes not even related to a quest. Unless you activate a quest in the area, no new monsters will appear.

The game was designed to have a "set" amount of experience you can get from quest rewards and monsters, leaving you at around level 20. DLC, Archivist Sash, and efficient use of a Rogue can get another level or two.
Similar thing for money. It is randomly generated when you kill a monster, but there wasn't supposed to be a way to obtain an infinite amount.
