Do the items dropped by enemies increase in level/stats if you are at higher levels?

Just wondering if anyone has noticed that happen sice if i remember correctly mass effect did that.

Yes. There is a lot of level scaling in this game, for enemies and items.
You will find better stuff at higher level (better materials).

Basic gear will generally be of better material the higher your level.
Some magic items have ranges for their materials, while others are set.

Yes the drops and chest opening items have their value set the first time the PC enters that map section. So if enter an adventure area then leave, even without engaging an enemy. Go level somewhere else than come back the items for that area will be set for the level of when you first entered.

Some quest items and unique gear are not set to scale, they will always have the same level no matter when you find them. You will notice this the most with quest rewards. You will bust your butt for some one and they will hand over a steel dagger when you are already using dragonbone. Well that would have been nice if you went there first , but you decide to go to there fourth. Just bad quest scaling.

The money drop scales as well. Unfortunately quest reward money doesn't, so you'll find yourself in situations where you get two gold after getting upwards of ten from the money drops alone.
