on the types of terrain, the income and resources each region
provides, the title and the improvements to the Governor
personality for each province, who belong to the region at the
start, the rebellious factor for each province (0-peaceful
people, 4-extremely rebellious), and the special units, when
built give the region a +1 for valor.
