Want an easy way to make randomly generated FLAT maps?
In your Electronic Arts/SimCity Societies folder (inside C: Program Files if default installation was used) go to the Data/XMLDb/Game/Random Map folder and open RandomMap.XML (right-click:open with Notepad).
Near the bottom of the RandomMapTable change the values of MinElevationSliderValue and MinElevationRangeSliderValue both to 1. Save the file.
You can now create flat maps in the game by moving the sliders all the way to the left.
PS: Always make a back up of any games files first before modifying them.
