Seeking Shot stopped working?

I'm sure there's some really simple solution to this problem that I've just overlooked, but was working with my lvl 30something (now lvl 37) arbiter and suddenly seeking shot simply stopped responding. I switched it's location in my hot keys to see if maybe there was a problem with my keyboard, and I've seen had to remove it from my regular rotation. I've tried to add it back into the rotation several times to no avail, it continues to do nothing - Any thoughts?
