Does playing Mass Effect 3 twice,can get a best ending in the second one??
The second one is an import from the first one,does it effect effective military strength,or the other thing??

It is possible to get access to new sources of military strength if you completed certain events in ME1 or ME2, yes. Importing a save into ME3 is highly recommended. Most of the military strength in the game is found in ME3, though, so it's still possible to get a very high number without importing.
EFFECTIVE miltiary strength, though, is affected by your readiness rating. You need to play online multiplayer to get your readiness rating above 50%. Otherwise, you're hurting your overall military strength by cutting it to an "effective" number.
However, the endings don't exactly change. There's 3 main endings, with a total of 17 supplementary scenes. These scenes will vary depending on various decisions you made in the three games. Your effective military strength determines whether or not you get the 3rd ending, and also how well Earth fares in the final battle, which could effect some of the 17 supplementary scenes.
There will also be a free DLC out this summer that will hopefully improve the overall endings.
