How come my naruto does not have rasengan? and I have 100% completed on the game.
Maybe it's a glitch, or you haven't unlocked it. (Which is weird if you're at 100%.) I'm pretty sure Naruto comes with it. If your second file is open, play that. If it still doesn't work, get a new game. That's the best I can do.
