There are two ways to get Majin Vegeta.
The easy way is to put Babidi and Super Saiyan Vegeta on the same team, and you'll automatically get Majin Vegeta.
The second method requires you to beat Maximum mode. While selecting Super Saiyan Vegeta, hold down R and you'll play as Majin Vegeta instead (Babidi no longer required).
